Yes, but the paperwork is slow and it has to be done before anything else is fixed. Germany recognises only a civil marriage performed by a registrar. That does not rule out the country venues — the Fürstenzimmer at Rittergut Grafenried is a licensed registry room of the Standesamt Sinzing, and Schloss Pirkensee has its own Trauzimmer staffed by Maxhütte-Haidhof — but a celebrant-led ceremony at a hotel carries no legal weight on its own. Foreign nationals submit both partners' details through the Standesamt's online form and receive a written statement listing the documents required; it costs €25, credited back against the marriage fee if the marriage is later registered in Regensburg. The originals then have to be produced for checking, and depending on nationality either a certificate of no impediment from the home country or an additional review by the Oberlandesgericht Nürnberg is needed.
